Following BEREC's plenary meeting to be held in Vienna on 23 and 24 February 2012, a public debriefing will be held in Brussels on 1 March 2012 from 11h00 to 13h00. The debriefing will take place at Albert Borschette Conference Centre, rue Froissart № 36, 1040 Brussels.

The debriefing is open to all interested parties, but prior registration is required for all those attending. If you wish to attend, please complete the registration form and return it by e-mail to berec@berec.europa.eu until 24 February 2012. After closing the registration you will receive an invitation letter, which you will have to use to gain admission to the meeting.

ARCEP, the French regulator, is holding a public consultation on a draft decision implementing a quarterly campaign for gathering information on the technical and pricing terms governing data conveyance and interconnection.  This draft decision concerns natural persons or legal entities whose activity or business is likely to have a significant impact on end users located in France. Stakeholders outside France may answer this consultation, which can be found on ARCEP’s website: click here.

Results to recent public consultations have been published on the relevant webpage.

Today, BEREC held a public debriefing from its plenary meeting, which took place in Bucharest on 8 and 9 December 2011. All interested parties may find the presentation made during the debriefing here.

BEREC held an expert workshop on IP-interconnection in cooperation with OECD in Brussels on 2 November 2011 to bring together experts from the IP- interconnection community and experts on interconnection from national regulatory authorities to discuss future interconnection in an all-IP world.

BEREC Office was inaugurated today in full operational capacity at its permanent location in Riga, Latvia, by the Latvian President, Andris Bērziņš, the Vice-President of the European Commission, Neelie Kroes, the BEREC Chairs, Mr Chris Fonteijn – and the Latvian Prime Minister, Valdis Dombrovskis.

Vice-President Kroes pointed out: “BEREC has to play a crucial role in improving the consistency and transparency of regulatory action in telecoms markets, and emphasised that the opening of BEREC's Office is a prerequisite for it to carry out its challenging role effectively, independently, and successfully.”

In that respect the Latvian side committed itself to offer to the BEREC Office a good and warm home, in a top-ranking country for internet speed. The BEREC Chair, Chris Fonteijn, stated: “BEREC’s ambition is become one of the cornerstones of the broader digital and internet policy in 3 to 5 years. The support of BEREC Office in this ambition is indispensible.” Read more.

I herewith like to inform you about a change in the executive management of OPTA.

As of 1 July 2011, I have been appointed chairman of the Netherlands Competition Authority (NMa). I will retain my position as chairman of the commission of OPTA. Mark de Jong will be in charge of the daily executive tasks and responsibilities for OPTA. Mark de Jong is currently the vice chairman of the OPTA commission.

As part of its work programme 2011, BEREC has committed itself to look into potential administrative barriers to the cross-border provision of business communications services. In order to collect evidence from the stakeholders, the Framework Implementation Expert Working Group launches a call for contributions on this topic. Stakeholders are invited to send their answers by the 5th of August to berec@ec.europa.eu.

BEREC will hold a public workshop in Brussels on 28 March at 14:30 to discuss the preliminary results of its exercises to monitor NRA conformity with ERG Common Positions on remedies of Wholesale Broadband Access, Wholesale Unbundled Access and Wholesale Leased Lines. BEREC will present a statistical summary of NRA responses to the monitoring questionnaires, followed by discussion. There will also be an opportunity for stakeholders to make short presentations on the issues which BEREC should consider in reviewing its Common Positions in the light of this monitoring exercise.
